INTERACTION OF DEPARTMENTS AND SERVICES IN THE PREVENTION OF OFFENSES: STATEMENT OF THE PROBLEM

Annotation:
The article deals with the problematic aspects of the interaction of structural units of the educational colony of the penal system. The importance and necessity of studying the issue of interaction in the conditions of this type of correctional institution is substantiated, in view of the specifics of the categories of convicts contained there and the offenses committed by them. In support of these provisions, attention is focused on the statistical reporting data of the Federal Penitentiary Service of Russia (2014–2020). The relevance of the research topic under consideration is reflected. The analysis of the current legislation on the issues of interaction in the context of the implementation of the duties of departments and services of the penitentiary institution in the direction of crime prevention is carried out, as a result, the problem is determined – the absence of a normatively regulated process and procedure for interaction of structural units both at the level of the penal system as a whole and educational colonies in particular. It is concluded that it is necessary to make qualitative changes to the departmental regulatory legal acts of the Ministry of Justice of Russia, in order to improve the procedure for interaction between the structural units of the educational colony, or create a separate regulatory legal act regulating the procedure for interaction, with a clear delineation of the competencies of departments and services of the institution.
