Annotation:

Since the end of the twentieth century, there has been an annual increase in crimes associated with encroachment on the cultural values of peoples. Illegal circulation of such valuables is a means through which income legalization is carried out. The suspension and suppression of such criminality is the responsibility of international organizations and the activities of bodies of certain foreign countries.
Registers of cultural property are being created and regional and bilateral agreements are applied, which represent various areas of cooperation between foreign states. The expediency and effectiveness of measures to counter these crimes will reach the result when not only the norms are introduced at the international level, but also when each individual state uses all means of protecting cultural property. Scholars studying international criminal law cannot come to a unified approach to understanding the meaning of material and spiritual elements for cultural property. It should be noted that the criminal-legal protection of cultural values was previously studied by scientists, but at the same time, changes in the world legal order bring this problem to a completely different level.
