REASONS AND CONDITIONS INFLUENCING THE LEVEL OF CORRUPTION IN INSTITUTIONS AND BODIES DISLOCATED IN THE SIBERIAN AND FAR EASTERN FEDERAL DISTRICTS

Annotation:

In the framework of combating corruption, the authors described a sociological study of the causes and conditions affecting the level of corruption in institutions and bodies of the penal correction system deployed in the Siberian and Far Eastern federal districts, conducted in accordance with paragraph 2.2.3 of the Anti-Corruption Plan of the Federal Penitentiary Service for 2018 – 2020 years. Based on the monitoring of shortcomings in the implementa-tion of anti-corruption measures in the penal correction system, it is concluded that today one of the main causes of corruption is moral degradation, low educational and cultural level of the penal correction system employees. In this regard, the authors note the importance not only of improving the legal consciousness and legal culture of young employees (up to 1 year), but also of eliminating professional deformation and legal nihilism among experienced employees (over 11 years). On the basis of domestic and foreign experience, contrary to what is common in society and among the employees themselves, it seems advisable to attribute measures to increase wages and increase the punishment for their commission to the back-ground in the prevention of corruption offenses.
