Management of UIS institutions is a complex and multifaceted process. In this case, a special role is assigned to the head of the institution, who, along with the general professional and personal characteristics characteristic of all, should have additional, specific qualities and competencies inherent in him in connection with the existing specifics of the penal institutions themselves. The results of modern scientific research in the science of management and management increasingly determine the priority set of competencies that the head of any organization or institution should have. At the same time, due to the multidisciplinary nature of the activities of UIS institutions, these competencies in relation to the heads of such institutions are not a priority and have common features. The specifics of the managerial activity of the head of the UIS institution forms a certain set of structurally interrelated competencies and their elements, among which knowledge of the subject of activity occupies an important place.
The formation of the necessary set of competencies for the head of a UIS institution is implemented over several periods associated with training a candidate for the position of a head in the framework of higher education, self-education, practical activities, the institution of mentoring, service training and additional professional education. The presence of increased requirements for the professional and personal characteristics of the head of the UIS institution presupposes the development of additional directions in the course of their preparation. This will undoubtedly increase the effectiveness of their management activities in general in the future.
