THE SPECIFICS OF THE ACTIVITIES OF EDUCATIONAL AND CORRECTIONAL SHELTERS FOR MINORS BEFORE THE BEGINNING OF THE XX CENTURY

Annotation:

The article is devoted to the study of the peculiarities of the activity of educational and correctional institutions for minors in Russia at the turn of the XIX and XX centuries. The paper analyzes the all-Russian and local regulations that regulated the activities of these institutions. The author dwells in more detail on the influence of the Law «On the responsibility of minors and minors» adopted on July 2, 1897 on the development of the legislation of the Russian Empire in this area.
The author provides a brief overview of the activities of educational and correctional shelters that existed at the time in question in Kazan, Rybinsk, St. Petersburg, Saratov and Kherson. Special attention is paid to the activities of the St. Petersburg House of Mercyan educational and correctional shelter for underage girls.
Within the framework of the article, the following methodology was used: the method of analysis and synthesis allowed us to study aspects related to the regulatory and legal regulation of the activities of educational and correctional colonies in Russia at the turn of the XIX and XX centuries; the comparison method allowed us to determine the main activities of these institutions; the use of the comparative legal method allowed us to identify differences and similarities in the approach of the founders to the regulation of the activities of educational and correctional shelters for minors.
