Annotation:

Improving the organization of the activities of the penitentiary system of the Russian Federation, optimizing correctional institutions and ensuring security is one of the goals of the Concept for the Development of the Penitentiary System of the Russian Federation for the period up to 2030, approved by Decree of the Government of the Russian Federation No. 1138-r of April 29, 2021 (hereinafter – the Concept 2030). The achievement of this goal is possible with the qualitative differentiation of persons sentenced to imprisonment. In accordance with Rule 93 of the UN Standard Minimum Rules for the Treatment of Prisoners of 2015, the goals of differentiation of convicts are to separate convicts from those who, due to their criminal past or their character traits, threaten to have a bad influence on them and to divide convicts into categories that facilitate working with them. According to the 2030 Concept, it is planned to create joint-type institutions by 2024, which, without legislative changes, will improve the conditions for serving sentences and ensure the implementation of legislative provisions on serving sentences at the place of conviction.
