Annotation:

The article is devoted to the problem of combating the illicit trafficking of narcotic drugs, psychotropic and potent substances and their analogues in the Russian Federation. The urgency of the problem considered in the article lies in the fact that since the 90s of the last century, the number of drug addicted citizens in the Russian Federation, despite the measures taken by law enforcement agencies, continues to remain stably high. This circumstance negatively affects the state of crime in the country and requires the adoption of legal, organizational and methodological measures.
The authors of the article, based on the analysis of statistical data of the judicial department under the Supreme Court of the Russian Federation for 2009-2018 and the Federal Penitentiary Service for 2009-2014, concerning the issue under consideration, prepared a brief criminological description of those convicted of crimes related to drug trafficking, psychotropic and potent substances and their analogues (total number, their share in the total number of convicts, information about relapse, the proportion of persons who committed their crime is intoxicated). The article formulates legal and organizational proposals aimed at further improving the criminal procedure legislation of the Russian Federation.
