Annotation:

The article is devoted to the historical analysis of the main methods of recruitment in penitentiary institutions in Russia. The authors focused on the periods of formation of the criminal Executive system of the Russian Federation and the main events that reflect the order of personnel support and service. The purpose of the research is to identify positive experience from the history of the formation of the criminal Executive system of the Russian Federation, which can be applied in modern times, taking into account scientific and technical progress. The methodological basis of the research is the method of dialectics and its General scientific and private scientific methods, such as the method of formal logic, the method of historical analysis and the comparative legal method. The historical analysis made it possible to determine the main methods and requirements for staffing during the main period of formation of the criminal Executive system of the Russian Federation.
