Annotation:

The article is devoted to the analysis of innovations concerning the procedure for determining the supplier (contractor) by requesting quotations in electronic form. On the one hand, the change in the procedure requires the customer and its officials to take measures to comply with the new rules, such as the receipt and use of enhanced electronic signatures by the commission members when drawing up the protocol. On the other hand, taking into account the new conditions for the request for quotations, the expansion of the powers of the commission for procurement, the reduction of the time of the procedure and the conclusion of a state contract based on its results, it should have a positive impact on meeting the needs of institutions and bodies of the penal system in goods, works and services.
At the same time, it is controversial from the point of view of law enforcement to prohibit a participant from posting a protocol of disagreements on a draft contract. It is proposed to introduce the right of the participant to submit it in a shorter time than the general rule, which will serve as a mechanism for protecting his rights and legitimate interests.
