Physical culture and sports (hereinafter – FKiS) have a positive effect on health promotion and an increase in the level of physical development. A scientifically based development strategy is needed for the successful development of the physical culture and sports industry. Currently, the Russian Federation has created a project «Strategy for the development of physical culture and sports in the Russian Federation until 2030». This project is aimed at improving the quality of life of citizens through physical activity and sports. The results of the study show that in the Russian Federation the number of citizens from 3 to 79 years old who systematically go in for physical culture and sports is 10.3%. A survey of 103 students of initial training at the Tomsk IPKR of the Federal Penitentiary Service of Russia was conducted in 2019 on the basis of a questionnaire. It was found that 82.5% of the students are equally interested in the physical education and training, however, the goals they pursue during the physical training and sports are different. For example, 19.4% of the respondents want to maintain and improve their physique, while 51.5% of the listeners want to maintain and improve their health. At the same time, only 10.7% of girls and boys want to develop strength, agility and other physical qualities. Popular forms of physical activity among girls and boys were: general physical fitness (28.2%), gym classes (17.5%), morning exercises (10.7%), volleyball and football (9.7%). Thus, any form of physical activity has a beneficial effect on the state of health, promotes physical development, provides a lot of opportunities for active recreation and is one of the main components of a healthy lifestyle.
