Preparation of employees of institutions of the penal system of the Russian Federation to act in conditions of a complicated operational situation and emergencies, including during the negotiation process, is one of the most pressing issues of the modern period of time. Achieving a positive result in the negotiation process is due not only to the effective management of this activity, but also to the level of training of employees, to the presence of a certainkind of professionally important qualities. At present, various training programs for UIS staff have been developed to conduct the negotiation process, at the same time, it is important to study foreign experience in training negotiators. The analysis of scientific and practical materials on training negotiators abroad allowed us to draw a number of conclusions. Negotiator training programs are general in nature and apply to all categories of staff in various services. The main element of the programs is the modeling of real situations of negotiations with criminals, which takes the most time in the learning process.
