Annotation:

Effective management of the activities of employees of negotiation groups depends, among other things, on a clear definition of their functional responsibilities. The article discusses issues related to the functions of employees who are part of negotiating groups of institutions and bodies of the penal system of the Russian Federation. Depending on the specifics of the activities of each employee in the negotiation group, the requirements for his professional qualities are determined. The characteristics of the necessary professionally important qualities of negotiators, psychologists, operational employees, as well as the head of the negotiating group are given. Frequently encountered shortcomings in the training of employees are indicated, including the lack of a wide range of knowledge of a social, legal, psychological, pedagogical, managerial nature. The dependence of the competent performance of the functional duties of the employees of the negotiating groups and the effective resolution of emerging conflict situations when the operational situation in the penal institutions is complicated is determined. The necessity of a more detailed definition of the functional responsibilities of the employees of the negotiating groups is substantiated, the directions for improving their training are indicated.
