Annotation:

The article proposes objective and subjective factors influencing the development of the educational system of the penitentiary institution. The concepts of «factors of the development of the educational system» and «factors influencing the development of the educational system» are distinguished. The criteria for classifying specific circumstances and conditions for the formation and development of the educational system of a penitentiary institution as factors influencing its development have been determined. The specificity of each of the factors considered is disclosed, and examples of their influence on the educational system of the penitentiary institution are given. The article mentions factors of different scale. Some of them can affect many educational systems of penitentiary institutions, united by group characteristics, other factors are private, and determine the peculiarities of the formation and development of the educational system of a particular correctional institution.
The importance of taking into account objective and subjective factors in determining the optimal social and pedagogical conditions for the formation and development of the educational system is explained. The importance of cognition of objective and subjective factors in identifying the patterns of development of the educational system, and as a consequence of the possibility of effective management of it, has been determined.
