Аnnotation:

The article analyzes the mechanisms for implementing the principle of personal responsibility of a member of the unified procurement commission.
One of the fundamental principles of legal responsibility, the principle of individualization is the content of regulatory authorities, since all factors of the offense and the offender’s directly linked with how effective apply punishment and indicates a high level of legal awareness in the state.
Currently, the legislator is trying to personalize the responsibility of members of the commission for the implementation of procurement, although until recently this aspect has not been given enough attention.
In particular, it is expected to use electronic signatures of commission members in the formation of protocols in the course of competitive procedures.
At the same time, being related to other legal principles, and in particular to the principle of proportionality in sentencing, it is necessary to review certain sanctions of norms for administrative offences so that the law enforcement officer has more opportunities to show individualization in sentencing.
