Annotation:

In the article, taking into account the current legislation, individual factors, as well as the Concept for the development of the penal system of the Russian Federation for the period up to 2030, some modern directions of the criminal executive policy of the Russian Federation are considered. Among them are the following: humanization of the execution and serving of criminal sentences and other measures of a criminal-legal nature; improvement of the penal legislation; implementation of international standards in penal legislation; increasing the efficiency of the execution of criminal penalties not related to the isolation of the convicted person from society; changing priorities in the means of correcting convicts. Within the framework of the indicated vectors of development of the penal policy, it is necessary to single out independent directions – the provision of the necessary high-quality medical care to convicts, up to release in some cases; creation of appropriate socio-economic and socio-political conditions for the implementation of policies; formation of public opinion on the necessity and correctness of the introduction of punishments that are not related to isolation from society; bringing the criminal executive legislation in accordance with the norms of international law; creation of the necessary conditions for the intensification of educational work carried out with convicts; increasing the educational potential of punishment, including through the spiritual education of convicts with the help of religious organizations.
