Annotation:

The article discusses the organization of the effective work of negotiating groups of institutions (territorial bodies) of the penal system. The most important factor determining the success of a negotiation group is the work of its leader. The activities of the negotiating group are carried out in crisis situations in the event of emergency in institutions and facilities of the penitentiary system. This significantly complicates and complicates the management process of the leader of the negotiating group. The article provides examples of typical situations that impede the work of the leader as an effective manager, including when conflicts arise within the collective of the negotiating group. The ways of their solution acceptable in the conditions of the negotiating group are indicated. Attention is also paid to the question of personality characteristics of the leader of the negotiating group. The functions of the leader of the negotiating group and his role in achieving an overall positive result in the elimination of an emergency are considered.
